Whenever Iraq is the issue, and somebody in Congress makes a comment, calls for a vote, or blows their nose, comments fly around like World War III just started. But I admit that I am as opinionated as anybody.

The filibuster has went from an extreme measure for extremely controversial legislation to a norm of Senate proceedings. You need 60 votes to pass almost anything now. This is why the Senate gets very little done anymore. The framers believed that a super-majority should be necessary only under the most exceptional circumstances, as listed above, not for day to day work. This current trend of filibuster/cloture sucks pretty hard IMO.
