No. The goal should be the business picks the 100 people they feel will be best qualified to work at their company while not making problems later.
I work at the corporate office for a company that predominately recruits from the social worker field in the cities, which means a good number of our employees are african american.
If you met the managers who are in charge of dealing with employee problems you, Thorgrim, would likely call them racist if you listened to them talking about how they feel the company should hire people. They aren't racist. They simply have experience and know what's best for the company.
