Someone explain Senate procedure to me v. 60 votes needed for Iraq vote

Can someone explain to me this whole Senate 60 votes needed to move forward on a vote thing? What is the procedure or rule which allows this to happen?

any Senator can start a filibuster. They can delay the vote until Armageddon. Only way to stop a filibuster is to have 60 votes.

Thus, real controversial bills dont go forward without 60 votes.

Didn't the GOP make a big stink about having an 'up or down' vote a few years ago?
