There is a huge difference between the coroner labeling a death as being the responsibility of a third party and an actual court convicting someone.

I completely agree. I still think it was excessive, but without being there, there is no easy way to verify this.

Additionally if the police had acted improperly they almost never admit it

Because a homicide just means that a person died and someone else's actions contributed to the death. It doesn't mean that the other persons actions were unreasonable or unjustified. For example, if I charged a cop with a gun and shot him... and he returned fire and killed me, my death would be ruled a homicide. That doesn't mean the cop acted wrongly, however.
