So who is going to control DC or at the very least the land the white house, capital, court houses, etc..... sit on ?

Obviously, the federal government can own DC. It's not part of any state. That's the only land the federal government can legitimitely own.

Isn't a "10 mile federal district" even an explicit item given to the federal government in the Constitution?
