this article alone seems to suggest otherwise
please explain which portions of the article are most exciting to you, as it really doesn't say much of anything. bush is requesting a list of improvements to be made, yet no money has yet been allocated, and previous promises to maintain even regular maintanance have been brushed aside.

Only for businesses really.
when suggesting environmental policy, isn't it wise to consider the environment before business?
