In the interest of providing value to the forum, however, the term terroristic threats is of concern to me. I mean yeah, this is a bit over the top, but he's hardly a terrorist, right?

without knowing what kind of threats he made I have no idea if terroristic threats is appropriate.......did he threaten to blow up the guy's work? shoot down his plane? bomb his commuter train??

You're asking the wrong question:

"Did he, in someone else's opinion, attempt to form terror in the mind of someone else?"

That's what makes a terrorist. THAT is why terror legislation is so bad.
