I woudn't really count this as lobbying.

It's not like we are taking congressmen out to dinner to tell them why they should vote for such and such.
I can sorta see why they would say that though.. these are private groups pushing thier own agenda and a public library is funded through tax dollars... so a lobbyist would be able to utilize the governemnts own money to further thier own agenda. It's sort of a stretch but that's all I could come up with.

looking at any site is sorta funding an agenda, I mean, the ad revenues help run the site, which often has an agenda
