Congress controls the pursestrings though, that is their check on him in that regard.

and like I said, the votes simply aren't there in the senate, even if the dems get that miracle 6th seat

Give me Iraq and a "balanced budget" (it's not really, but probably will be better than Bush), and I'll give you minimum wage...........and can't think of anything else.
