It's because Captain America is no longer Steve Rogers.

It's Bucky. And since Winter Solider, Bucky is a bad ass with a gun. That's why Cap now has a gun.

Didn't Bucky die back in the 50's or 60's?

I haven't read any comics in a while. Seeing this kind of thing of makes me happy I don't.

He did. But Marvel retconned it a couple years back.

Bucky was found by Soviets and was brainwashed and had been a Soviet assassin for many years. Recently, he got his memory back and was more of an anti-hero back home in the States. Then Cap dies, he goes on the look for his killers, and Tony Stark just now offers him to replace Cap.
