How can people can Cheney call a war criminal

so Cheney is in my town raising money for a republican and I had to drive by the protests on the way home from work. Not only were they openly standing in the streets (I really thought about playing a game of chicken with them ), but many were carrying signs that said "Cheney is a war criminal". So what exactly did Cheney do to become a war criminal, he approved nothing about iraq/afghanistan because he does not have the authority to do so.

There's evidence that he is one of the major driving forces behind torture, secret prisons, and other violations of the GC.. which are war crimes.

I think people associate him with profiting from the War. I think the lack of solid unity in the country before going to the war, made the administration look like they had another reason to go, Halliburton being a company that's profitted, and people knowing that connection, gives them the notion that he may have used his power and influence to get us into the war, and now he's making profit.

People with that notion might look down upon that.

driving force and signing off is two different things

Why would he come up with and push for (behind the scenes to get the Administration and party behind it) a policy he didn't agree with?

He has a record of being one of the supporters of the `unitary executive`, which is one of the central themes of Bush's presidency.. the torture things are certainly in line with other "Cheney" initiatives.

so he supported a policy but didn't make any decisions, that makes someone a war criminal

Many people just call him a war criminal just because he's a conservative. You know, the old partisan political crap.

I say if he has committed real war crimes, then he should be investigated by an independant and objective investigator to see what the real truth behind those claims are, and if there is evidence, then he should be tried.

But I don't see how he can be called a war criminal since he cannot command our troops and is not attached to any military, at least as far as I know.
