I don't know a time when Christians/non-Muslims weren't targeted by other Muslims; so I'll say that there has always been that fear.

So? We stopped slavery and segregation later than most other societies while they looked at us like we're morons. Nobody invaded us to make us "civilized." Everything has to run it's own course...we can't just force social change on people of different cultures. We did it to the American Indian. Spain did it to the South American Indians.
