Deficit spending was first brought to light in the 1800s during the war of 1812 and again in the civil war, and again in WWI. FDR single handedly expanded goverment into a control regime for almost all aspects of the economy during the great depression. Furthermore he dictated all outputs during the WWII time frame. Thankfully much of this stuff went away in 1946 because Truman was well aware of many issues these government actions caused. FDR is not responsible for modern spending issues, but he's responsible for the beginnings of the entitlement state and the government fingers in our daily lives.
