Not exactly the whole story. We gave them the reactors for free and paid them $5 billion for shits and giggles.

So yes, we paid for the reactors, and then gave them more money out of the kindness of our hearts.

Yep, we gave them some shit. And it was loaded with cameras. They never did anything ill-fated under Clinton, or could do anything with us watching them.

And we had exchanges going -- but then Bush and his cronies came in saying they wanted the whole regime wiped off the map, and slapped NK in the face. So Kim Jong-Il had the cameras removed from the nuclear plant and started taking fuel rods out to make a nuclear weapon.
