That's actually a good point. With mandatory military service, how can killing an Israeli man, of military age, be a "civilian" killing? It is not the same as a Palestinian man of military age because not all ARE terrorists or join the fighting against Israel.

That's a little different since everyone is required to serve in Israel. Not the case here.
