I just heard about it on NPR. Aparently in those states there was a "poison pill" that had a clause about regulatory taking that voters didn't like. Essentially it said that if government passes regulation and it changes the value of your property, that they would have to compensate you. Sorta iffy there. Too much room for abuse. I probably would have voted against that too.
