Voter initiatives

Tax increases / cuts should be voter-based initiatives.

That way people could decide if they wanted lower or increase tax

its a winner for tax cuts to be on the ballot imo, and I always hear of tax hikes being turned down by huge margins

Then you get the situation in CA where the people have demanded taxes be as low as possible for themselves, high as possible for others (smokers and the rich) and as many govt programs as possible. If there is no specific funding they still get passed

Like 50% of our budget is mandatory. 40% has to go to education and the other 10% is for roads. So even if the govt wanted to put forth a tax increase to pay for one specific thing, they have to double their estimate to ensure the education and roads groups get their money too
