And to the OP; This is a plan that Saddam had in 1992 but was quickly thwarted when Israel bombed his french-made nuclear reaction facilities. And as well they assassinated the international nuclear scientists working on the project, it was ensured that Iraq would never be capable of producing an atom bomb in late 1992, over 14 years ago his capabilites were destroyed.
