| The Constitution was set up to be a negative authority. Originally, it did not have power over you and me because we created it. The Fourteenth Amendment took care of that, but you'd still be wrong to say that the Constitution doesn't limit the powers of government because that's exactly what it does. The Amendments are put into place to give the government more power. We the People just neglect to hold anyone's feet to the fire.
