It is well known that a large proportion of these people are mentally Ill and drug adicted. I don't want to force people into treatment. But if "we" are responcible for food and shelter I don't see why "we" can't insist on treatment in return? Otherwise it is just an endless cycle of homelessness and dependence. And the Churches......but they might make you listen to a prayer! Also they have a lot of time. They can walk South to better climates.
